Description
Bethel removed lead-contaminated soil (LCS) from beneath the roof of the Very High Frequency Omni-Directional Range (VOR) navigational aid structure at the Shreveport Downtown Airport in Shreveport, Louisiana. The objective of this project was to remove LCS that resulted from lead-based paint chips that had flaked from the structure and to demonstrate that lead concentrations in the remaining soils were in compliance with the EPA cleanup standard for total lead.
Field work consisted primarily of field screening with an Olympus x-ray fluorescent analyzer, excavating LCS, laboratory analysis of confirmation samples, and backfilling. Field work was conducted in two phases, the first in November 2018 and the second in February 2019.
During the November 2018 phase, soil was removed by hand and placed into 1-cubic yard bulk sacks that were characterized and later taken to a local landfill for disposal. During the November 2018 phase, it became apparent from field-screening that the lead contamination was much more widespread than previously thought, at which time it was decided that Bethel would have to return to the site prepared to remove a much larger quantity of contaminated soil.
In February 2019, Bethel returned to the site with a mini-excavator to remove the uppermost several inches of soil from the entire area beneath a circular roof that extended out from the VOR equipment shelter. Since there was far more soil to remove than the first phase, Bethel arranged for dumpsters to be dropped off at the site, which were filled with contaminated soil and later picked up for transport to the local landfill. Approximately 60 tons of non-hazardous LCS was transported by dump truck to the Republic Services Woolworth Road Landfill for disposal.
Assessing the effectiveness of LCS was done by collecting 14 confirmation soil samples from the soil removal area and comparing those sample results to the lead cleanup standard. All confirmation samples results showed that lead soil remaining in place after was cleaned up to the 400 mg/kg EPA cleanup standard.
Bethel concluded that no further investigative or remedial actions are necessary for the lead contaminated soil previously detected at the Shreveport Downtown Airport VOR.
