Description

Bethel permitted, designed, constructed, and operated a biotreatment cell to treat 3,000 cubic yards (CY) of petroleum-contaminated soil. This project was performed in support of the 611th Civil Engineer Squadron under a subcontract to BEM Systems, as part of their contract with the U.S. Air Force to investigate and remediate a site of known historical contamination. The site was a former Petroleum, Oil, and Lubricants (POL) Storage Area associated with the former Campion Air Station located near Galena, Alaska. The scope of work performed by Bethel included the following features:

Permitting. Bethel prepared, negotiated, and obtained approval with the Alaska Department of Environmental Conservation (ADEC) to construct and operate the land farm in accordance with 18 AAC 75. Expedited approval was obtained in less than the 30 days typically required.

Design. Bethel selected a treatment cell location in close proximity to the contaminated site that minimized both site development costs and haul costs for the Air Force.  A lined treatment cell was designed to treat 3,000 CY using enhanced bioremediation with three distinct treatment zones.

Construction. Bethel facilitated transportation of personnel, specialized equipment, supplies, and materials by both air and barge to the site. The treatment cell was  constructed as designed by employing a local native entity, and renting equipment locally,  providing both economic and goodwill on behalf of the US Air Force to the small, isolated, local community.

Operations and Maintenance (O&M). Bethel has completed the first year of O&M included placing 3,000 CY of contaminated soil in the treatment zones, mixing and aerating the soil, sampling soil parameters, and winterizing the site.
