Bethel-UNIT JV was the Design-Build contractor for the renovation and addition to the Youth Detention Facility in Bethel, Alaska. The project updated 12 occupant cells, added an intake area, renovated the alcohol treatment area to create 10 single occupant bedrooms, upgraded and expanded the healthcare area and added a small gymnasium. Other work included renovation of administration offices, education and multipurpose rooms and expanding the Probation area to six offices and supporting interview/video conference rooms.
Project improvements include:
Upgraded the thermal envelope: R-50 roof, R-32 walls and triple glazed windows
Expanded parking, an upgraded/improved the sally port;
Installed high efficiency LED Lighting and controls
Installed heat recovery ventilators to provide fresh air and save energy
Created separation of inmates from staff for increased security
The design phase encompassed pre-concept planning to incorporate the new gymnasium and separates the 10-bed treatment area from the 12-bed detention space. The existing building was extensively renovated with significant structural upgrades to address seismic deficiencies. The project addressed improvements to the sewage system, domestic water distribution problems and electrical issues with the detention unit.
Design and construction also addressed the security and adjacency issues with the Yukon Kuskokwim Health Corporation (YKHC) Keyes Building; a former children’s receiving home. This building was located less than 30 feet away from the treatment unit and shared the north property line. Since there was no fence defining the property boundary, casual trespassing onto the Facility’s grounds was common. Additionally, visual access onto the site was unimpeded and conformance to child protection and confidentiality requirements could not be met. Bethel-UNIT coordinated with the Department of Health and Social Services and YKHC to move the building to another site.
